Wheelhorse starting probs.

I have a Wheelhorse C-160. I had the starter re-built. When it is installed it won't engage the flywheel. When I take it out and test it the gear on the starter does fly out. It just won't do it when it is installed. Could this be battery ? My battery is a couple of years old but appears to be fully charged (have put it on the charger). I am about to the end of my limited technical abilities. Any ideas would be appreciated. Thanks

It is the same case as the old starter. They did put a new gear on it though. There were no shims when I originally removed it.

I can see the gear when I try to start and it does not appear to move out, even a little bit. It just spins. Maybe I should try to see if I can push it out with a screw driver or two.

I do have the battery posts connected right.

there could be a few reasons. so here goes.the starter could be too close to the flywheel so the gear hist under it instead od going beside it(so the teeth mesh).if you had a new gear put on the starter is it the corect type. was there any shims under the starter when you took it off. is it your original starter or an exchange one.
