The savings on price has to be there to make it worthwhile. My friend at work bought a 2003 Ford off ebay in Texas, we're in Mich. The price was so good it was worth a one way plane ticket to go get it. He could have sold it when he got home for a profit. Evidently there are more pickups in TX. He also bought a classic Mustang from Calif. and got a good deal. He buys a few wrecks and fixes and sells them so he knows the ropes a bit. Carfax can be wrong too. There are ways to "back door" the system. He wanted to buy a burned wreck for the driveline and Carfax verified the mileage. I don't know how they could the interior was fried. He got a refund from Carfax.

Carfax gets their data from DMV records, and service records from the dealers and others who bother to record milage and and report same when services are performed. Apparently insurance companies are involved too, if vehicle comes to their attention because of claims. I've found the service useful, but incomplete fro two vehicles I purchased used lately.
