To add to the other comments, if you tear the engine down now, you have a chance of salvaging many of the parts. On the other hand, if you are able to get it unstuck (unlikely), you will only do more damage. Chances are one or more bearings have "spun", which means they can't get any oil. Also, you'll probably do more damage to the cylinder walls due to broken rings, etc.

Disassemble every engine part and inspect each component for wear, over heating and bending/warping.\
Sorry but that engine is junk until a pile of money is poured into it. You might get it broke loose and run for a little while but it's going to go bang & crunch.

How about findinmg a tractor that has a failure such as a transmission & one can salvage the existing engine for low cost.

There is a chance that it might free up once its cooled down. Put the tractor is road gear and rock it a little. Beyond that there's too many things that can be causing it to be froze.

Even if you're lucky and it frees up, the engine is mostly toast. Low or no oil destroys every contact surface in the engine and subjects the rest to temptures that warp everything out of shape.

Most of the time if you run them low on oil and it locked up on you then there is no hope to fix it unless you rebuild it. The rings will be shoot, and the bearings etc will also be.
