Mini, does it have a working ammeter??? If so what does it show?? If not running and you turn on lights or ignition (if a distributor instead of a mag) if the ammetrs wired correct n working, it should swing over to the - discharge and then if shes working when shes running if shes charging, it ought to swing over to the + charge direction. Or else if it has no ammeter or its stuck, if its charging the lights should glow noticeably brighter form idle to wide open. Thats about the same test Old referred to as placing a voltmeter on the battery. It should read near 6.3 volts setting but rise to 7 or more at wide open if shes charging. Is it a 2 wire cutout relay system or a full fledged 3 wire Voltage Regulator??? Regardless, make sure the belt is good n tight and that the gennys has a good ground and when running dead ground the gennys Field post to case/frame n see if she charges then??? If so but not otherwise, the light switch is bad or not well grounded or the wire from the gennys Field to the switch is bad/open if its a 2 wire cutout relay system, or if its a VR, the Field Control relay is bad or the wires missing from the genny to the VR's FLD post or the VR's not well grounded. This is a start so see what you find n post back n we can go from there. I will then give you more troubleshooting methods as needed. Are you sure the battery is good and capable of taking a charge??? maybe its the problem??? If its charging, the battery voltage will rise at RPM and/or the lights glow brighter and/or the ammeter will indicate charge..... ..... Does the battery always start the tractor or does it run down n need charged now n then?? (must have a genny or battery problem) If it stays up n always starts she must be charging !!!
