Either you are filling it to full or the cooling system is clogged up. I would flush the colling sytem. Drain it, fill with vinagar, run it till good and warm. Let if cool then flush it out with a garden hose, if you can hook the hose to the block drain plug your better off. Let it flush with the hose for about and hour or more then refill with anti freeze

If this tractor does not have a water pump be sure you mix the anti-rfreeze and water BEFORE pouring it into the radiator to avoid running hot because a big slug of antifreeze won't rise and mix with the water in a thermo-syphon cooling system like water would,because it is too heavy.
