You want winter barley if you are going to plant in the fall, spring barley will not over winter.

I got some from Stutzman's in Hills, IA. They have a web site, but I don't have it here at home.

Can't help with where to buy, but no, spring barley is not winter barley. You got to have the winter stuff or it will winter kill.
