Take tank off, put a few rocks in it to break loose any clinging rust, the put some red-coat sealer in it, you can rinse with water before you coat it, but it has to be really dry before coating, otherwise the coating will not stick where there is water dampness. I have done this on several small engine tanks and my IH M and H, so far it has worked out this way.

I used a product called Red-Kote on the inside of my Cub gas tank. We didn't even remove the existing rust inside the tank, the Red-Kote was thick enough to cover it all up and we have had no problems since.

wash it out with WATER... then put rocks in it and shake it all around to knock all the rust loose... rinse it outand they make some stuff to seal the tank.. cant remember the name of it. but you just pour it in and shake it around and it seals the tank up, kinda like paint.
