OT: NAIS Hay Production

I have read snippets on this board intermixed with the discussions on NAIS concerning hay production and new rules/regulations about the record keeping we are supposed to do. I have also read where at some time in the future we will have to record things like who loads the hay, who buys it, exactly where it is going etc.

I have spent several hours on the internet trying to find information on this...NAIS site, USDA, Homeland Security...and I cannot find any information on the subject. Could someone lay out the facts on this and direct me to where I can find more information.

Actually, I just sent this link to my county extension agent. See part "B", 4.1 to 4.8. I've been trying to follow this for some time now. This is the most current version of the law, and has finally been written so the average guy can understand it. From what I can gather, it will not impact the farmer that grows, stores and sells his own hay, but the person that buys hay to resell will have to keep the records.

As I understand it , the hay sale tracking is written into the patriot act somewhere, I read the paragraph containing the rules a few months back , and can't remember where. If I remember correctly , this year it is only affecting farmers with 10 or more hired hands, and they have to keep track of where the field is, who mowed it/raked /baled/loaded/trucked/what barn/who stacked/who loaded onto customers vehicle or delivered. this will be required of ALL farms regardless of size in the near future. will see if I can't find where I read this ...Shawn

I read an article on it in Forage Grower, last spring sometime. It was going to be a real concern, since my accident, I dont think it will be a problem to me any more.

It wouldnt be hard for terrorists, espcially home grown ones like Tim McVeigh, to contaminate hay with radioactive waste, let that get into the milk supply, and all of a sudden we have a real problem. Maybe not a health problem but a perception problem. I think thats what irritates me the most about the opposition to tracking stuff. If the American customer gets scared about something (like spinach, look at what that cost the spinach growers, and how much more it would have cost them if they had been unable to track it at all) it is devistating.

I know what its like to be under quarentene. Back in the 80's with brucellosis. If we can track, everything, maybe we wont have people like me who were under lockdown quarentene for 9 months.

As to the taxation argument, I dont believe it. Fed taxes, it would take an enormorous amount of work to cross check sales with reports for a relatiely small amount of money. State taxes, yeah I could see that in places where animals and ag assets are subject to property tax.

If you go over to newsagtalk there is a man named HayWilson that has posted some articles on this subject,looks like the small farmer selling to locals won't have to worry, now any way. HTH

I'm gonna go out on a limb here and speculate that the purpose of all this is taxation more than national security. They know a lot of hay and livestock changes hands for cash, trade or what have you and goes undeclared.or under declared especially among small producers and users.

NAIS has to do with live critters, and can get pretty darned invasive - depending on how they finish up the rough drafts.

The hay thing is a little less of a problem. I'm not sure who is in charge, or what it is called - it isn't part of NAIS.

The hay thing will be a hassle for hay brokers. It might not affect farmers or end customers so much - don't have to record if you grew it & sold it/ don't have to record if you bought it & use it. My understanding anyhow.... If you are hay broker, yea. It'll be a pain.
