They did not have wastegates until after the 99 models. It sounds like the warm up valve. There is a way of disconnecting it though. Here is a link that will help.

Do you have a direct link to the info? I went ot the site and registered and did a search but so far nothing. I did find where you can make it in to a brake of some sort which might be kind a neat

ok thanks guys, I wasn't sure what it was called but I knew what it did. I'll check that site and see what it says. If i let it warm up a few minutes before driving it shouldn't hurt the turbo with the warm up valve disconnected will it?

It should not hurt a thing being disconnected. I would try it and see if that is what is causing your trouble. Only downside from being unplugged is slower warm ups.

Its called an Exaust Back Pressure Valve, EBPV for short. If its doing it when its warm utside as well as cold, you proably have a bad sensor for the EBPV. It shouldnt close when its warm outside.

thats what i thought but the mechanic at the dealership says he put it on the machine and the sensor checks fine. I think it still takes too long to open when it is cold as I would think 20 minutes of warmup should be plenty. I found the link on how to take the guts out of it but from looking at the pictures I'm thinking you might be able to take it apart and clean up up and lubricate the valve to where it will work right.

I'll research more.... :)

Was the engine cold when he checked it? If it was warm then the sensor will be "on" to open the EBPV.I still think thats the problem.
