Rick---when you had the governor apart you write that nothing was broken. Did you check to see if the 4 balls had any flat wear spots on them? If so, they need to be replaced. If they had flat spots on them, they probably have worn a groove in the upper or lower races they travel in. Check to see if the thrust bearing needs to be replaced. A rebuild kit is much cheaper than buying a complete new one and not a very hard job. What does the hand throttle rod and the throttle quadrant look like? If the grooves on the quadrant are worn flat, the 3/8" ball bearing that rides in the grooves is probably worn flat. THIS COULD be a part of your problem. Check all the rods connecting from the hand throttle rod to the governor to see if first, they are unobstructed, and second to be sure they are straight. Check the rod adjustments. Do the same check with the rods that connect from the governor to the carbureter. THE RODS COULD be a part of the problem. After you have checked these items out, then check the 3 carbureter adjustments. Carbureter will be the last thing I would consider ripping into until you have checked these other items. Don't think it is a carb problem right away--it probable isn't. Do you have the FO-4 Manual. If not buy one. They sell on this site as well as others.
