Twine is probably hanging up in the bill hook.Old bill hooks used bronze bearings that get flat spots on on them make problems. If your baler has ball bearings on the billhooks check the wiper arms to see if they are taking the knots off the bill hooks.Shut the tractor off and have a helper turn the baler flywheel while you watch the tie being made.Dont try to fix a baler with out the manual.

Check the tension on the bale hooks they could be to tight.

If you are using those Chinese junker bolts for shear pins then go to grade 5 or get some shear pins from the dealer.

I found that the cheap Chinese bolts are not strong enough also set the Clutch PTO shaft so that it will slip just before the bolt shears saves a lot of bolts and time.

Check to see how much you are feeding if its to heavy this will cause all of these problems.
I just went though a whole new learning experience on my NH 78 its a great baler but needs to be setup correctly.
Also the needles should just lightly rub the right side ( seen from back of baler) of the knotter frame when at the top of the travel. Also get a manual it will pay for itself in no time.

What makes you think it is out of time? Was it tying and then quit or did it never tie? Turn it over by hand (TRACTOR OFF) and have it tie. watch it real close and see what is cutting string. Are you sure twine is broke or is knot pulled apart?
