Ford 532 Baler knotter troubles

I have been working on this baler all day, knots are not slipping of the bill hook, and the twine is breaking. I have the manual and have timed the disc as descibed. Finally got the inside knot to work and kept making adjustments to the other and now I am back to square one, both are sticking on the bill hook and the twine keeps breaking. Any help would be apreieated.

If bill hooks are smooth and clean of rust, you need to loosen them up a little or adjust the stripper arm. This is all covered in the book.

do you have a manual? it'll spell it out, i'd imagine. are the billhooks rusty? are the wiper arms close enough when they go by? you might need to check the tension it takes to open them, (with a fish scale) but you'll need the manual to know the neccasary value.
