Tell him to get a 3LM 466 Schwitzer high output instead of two turbos.

He will have to find someone to put it together for him. A stock set-up doesn't exist... never did. What is his reasoning? Speaking of stock... a stock engine would never take the boost pressure. So the lower end would have to be "beefed-up"- stronger rods, better bearings, better pistons, the list goes on..

He was told that it would give him more power and use less fuel. He uses it to Ag Bag for a custom business.

The cost alone for the twin setup, just to get them on the engine and working, would never get the $$ back for fuel savings. That wouldn't include any lower end work. I think ejr is going the right direction. It would be the cheaper way to go.
