It's a COMMON thing for clutch discs to rust to the flywheel or the pressure plate during periods of non-use. I've never worked on a Belarus, but I ASSUME they would be similar to US tractors in this respect. Is it a totally mechanically-released clutch? If so, try blocking the clutch pedal down for a few days to give it a chance to pop loose. The other cure folks us is to start the tractor in gear, and drive it around, jerking it with the brakes, 'til the clutch pops loose. I am NOT suggesting you do this, as I don't know what your level of mechanical experience is, and if you can do this safely, I am just telling you how some folks who have been around this stuff all their lives sometimes do it.
