Before messing with the injection pump timing, do this quick test, after engine has warmed up, turn engine off, then start engine, if engine starts on first revolution there is probably nothing wrong with timing, if engine kicks back on starter, pump is timed to fast, if engine has to be cranked many revs to start then pump is timed to slow. The other possibility is this is a German diesel and they do't like to idle around, take it out and work it hard and then see if it white smokes.
