You didn't say wheather your tractor had a distributor or a magneto. If it has a magneto you need to loosen the bolts and push the magneto toward the engine block as far as you can before setting the timing marks as described before. After getting the timing marks set slowly pull the magneto away from the engine until you hear a loud click. Tighten the bolts and it is in time.
