Of course sand blasting is the best surface prep, but it has other disadvantages painting an old tractor, the no. 1 being that you are likely to get sand in some places you don't want, in spite of all precautions. No. 2 is it's a lot more trouble. I use a degreaser, pressure washer, wire brush on an angle grinder and wire brush by hand. On flatter surfaces, you can use a disk sander. If you get all the grease off and use a good red primer, I think you are ok without the sand blast. Paint the parts while you have it apart. You just can't get everywhere with the thing assembled. You'll scratch some things putting it together, but those can be touched up.
