Dan, sometimes the bolts get stuck because the weight of the wheel weight is pulling against the bolt make it wedged. After lifting the wheel off the ground try turning it 180 from were each bolt is apply heat if needed and see if they will come out. I don't want to put the kiss of death on my own work but I have yet to take a wheel weight off that gave my as much trouble as what your having unless the bolts were wedged or welded onto the cast wheel. Only my two cents worth :o)
