That is intended to be a device to increase traction when using mounted implements, such as a plow. If you start getting wheel slip, you adjust the lever to transfer weight to the rear wheels and increase traction. I have that on my 350 but I rarely use it. There should be a guage on the right side of the dash, mounted off to the side, that indicates when you need to adjust it. The guage is connected by a cable to the fast hitch assembly but I have only seen one tractor that actually had it in operable condition. That was on a 450 that had been totally restored. I usually just raise the plow a little to increase traction when I run into that, but that's probably because I don't know how to use it.
