International 444 Glow Plugs

I have been restoring my '71 444. I have not used the glow plugs for about 2 years. I have been using Starting Fluid. I have the plugs set up in the following order from the Resistor Spring:

resistor to plug terminal, plug base to plug base #2, terminal #2 to Terminal #3, Base #3 to Base #4, terminal #4 to Ground (motor block). Is this the right sequence? This is how I've got is set up and I'm not getting (fire) to the resistor. I'm losing my ground somehow going across all 4 plugs in this sequence. If I conect the wiring to all the terminals on the plug and not use the insulators, I get fire, but plugs dont get hot when the resistor heats to orange. Can this be a bad plug? Please Help!
