The head has not been off for at least 35 years. I bought this tractor last Nov. It's been seeping for awhile from all the crude accumulated. After getting things clean I can see it's coming from the head seam and not the valve cover. Just enough to slightly dampen the seam on the manifold side, a little more on the plug side. No evidence of water in the oil or oil in the water.
