Tracktor Won't Tart

Hi, I am having trouble starting my Farmall C. I bought it a couple months ago all apart but it had the potential of being a good work tractor. The carburetor needed changing, and when time came to start it will fire 3-4 times then stall. I will have to choke it again then it will fire another 3-4 times. I did notice some gas seeping out around the carburetor gasket, disassembled red leaded, blued opposite side, scraped high spots, honed again, and reassembled. Still seeps gas out around gasket. I tighten the manifold but it didn't seem to help. I am thinking that the valves and the manifold are all carboned up? any hepl will be greatly appreciate, thank you. Bob
