If it's got a crank, and the crank mechanism itself is not stuck, engaging the handcrank is a good way to determine whether the motor's stuck. An alternative is to remove the starter (3 bolts). Then with the transmission in neutral, take a big screwdriver, engage the ring gear and try to turn the flywheel.

Ballpark price?? Try to get it for free of course!. But if you can't, here in western NY a fair price might range from $100 or so (value of the scrap metal) to $400 or $500, depending on condition of the tin, tires, electrics, presence of accessories like hydraulics, weights, etc.
