Take the housings to a machine shop and put them in a turning lathe and take a layer of glaze off all the surfaces that the brake pads come in contact with. Clean up the ramps that the balls work in, put in new springs, balls, and either replace the pads or take the glaze off them with a sander. Be sure to coat the balls lightly with grease when re-assembling. Put new rubber covers on the brake rods to keep out moisture, and don't let your tractor get wet! Hope this helps.
