Positive or negative ground has nothing to do with your spark plugs fouling. What plugs are you using? Most on here seem to use at least Champion D-18 or equivalent. If your problem is severe, try D-21's. I hear that Champion also makes an even hotter D-23, but I haven't seen them myself yet. Is the tractor running too rich? You may need to adjust your carburator to lean it out a little.
