Carb. Problem

Hey Guys, Just went out to fire up H for first time since rebuild. I choked it and it would pop and stall, push in the choke and it will take off for like 2 seconds, but won't stay running without choking it. Well when i pushed in the choke gas will run out of back of carb and also i hear somewhat of a vacum sound when the tractor shuts down. I rebuilt the carb, at the same time of the engine, could it be float sticking or what? Please give me your thoughts and suggestions. Thanks in advance.
