Had the exact same problem on my 450D. Its the seal on the primary pump gone bad. Call Progressive Diesel Injection in New Castle, PA and ask for Harry (724) 658-4690. He knows these things inside and out. It cost me around $110 for them to put in the new seal and sleeve into the primary pump. From what I understand, only a person who knows what they are really doing should put the seal in because its VERY easy to screw up the housing around the seal.
