I&T Manual IH-38 indicates the Cub pump puts out about 2.8 gpm at rated engine speed. 11.5 sounds a little too high, but you could run it at lower engine speed. If you belt drive a pump off the front of the engine you will have live hydraulics and and pick the pump speed to pump what you want by choosing the pump sheave.
