Seems every tractor I buy the tach is froze up. I spray penatrating oil in around the shaft, then I have a square screwdriver bit the same size as the speedo cable that I turn the shaft with. I work it back and forth till it losens up then put the bit in a drill and run it for a while. I think you have to run the drill in reverse but can't remember for sure. This has worked ever time for me.
