If the carb is leaking after choking and cranking, you are choking it too much and flooding it. If the carb leaks with the engine stopped, something is wrong with the needle valve or the float. The carb float must work freely and be set low enough that gas does not leak out the weep hole when the engine is shut off. I'm assuming you put a new needle valve and seat in the carb so that it shuts off tight if the float is set correctly. You say it is hard to start. Have you checked that you have a good hot spark. If the carb and spark are right, the tractor should start up easily.
