If it sat for a while since you last changed he oil it could be condensation. Check that the engine is getting up to temperature (could be a thermostat stuck open or missing). At normal operating temperature it should evaporate off any moisture in 30 minutes of running. While it's warming up, take the radiator cap off and peek inside, if the coolant looks foamy or bubbly you probably have a bad head gasket or cracked block.
