Dave, If you will run the engine until the coolant reaches operating temperature and do the following I think that you can identify the problem. Get the tractor on a long stretch of road and in top gear run the tractor at a sustained and fairly high speed. Then while at high speed push the fuel control lever to idle and let the tractor gear down until the speed is greatly reduced and then accelerate rapidly. If you get a major puff of oil smoke as the fuel is reapplied I would wager the guide/seal tolerances are wrong. The deceleration will put major compression on the rings and force any crankcase oil back to the bottom of the engine while permitting oil that can pass the valve guides to continue to drain into the combustion area and create the smoke.

Oil Bath Air Filters - by Chris Pratt. Some of us grew up thinking that an air filter was a paper thing that allowed air to pass while trapping dirt particles of a particles of a certain size. What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
