Kenny, I have never bought anything from Gary, but truth is that no matter who you buy a stuck tractor from, there is no guarantee as to what is ultimately wrong with it... I myself have only bought 1 running tractor of the 7 that I have.. I haven't had many problems with most, but one of my Hs had to be line bored on the main journals, and 3 of the connecting rods had to be rebuilt all because the caps had been filed to eliminate the use of regrinding the crank and replacing the bearings.. The tractor also had to have the transmission main shaft, 4&5 slider, and all trans forks replaced.. I guess all I can say is sometimes you get burned, and from what I have seen you say, I think the $700 you are talking about would be able to buy a running tractor. I have never paid more than $250 for a stuck tractor..
