It is very possible that it is in your injection pump. In the Model 100's that are on the '66 series there is an excess fueling device on them. When the tractor is started, the pump is automatically put on max fuel until it fires. Engine oil preasure pushes this excess fuel device out so the governer arm can pivot on it, and thus govern the engine. It is possible that this is stuck out. An easy way to ck this is to pull the top cover off of the pump. Under the cap, there is a skrew with a lock nut on it, with a flat piece of metal that goes toward the bottom of the pump. You should be able to take this flat plate that is on the backside of the locknut and skrew and pull it with your fingures with little effort.. If you can do this, it is alright. If it is already pushed out, this tells you that it is stuck, and will not give you the extra fuel when you start. Just remember to keep it clean if you pull that cover off.
