Joel - The fan/water pump pulley is a "split flange" variable pitch type. The front (radiator) half of the pulley is threaded on the fan hub. By holding the fan blade fixed and turning the front half on the hub, the front flange can be moved toward to the rear flange which in turn will tighten the belt. Before you can adjust the flange, you must loosen a set screw that holds the front flange in place. Back the set screw out all the way, then shoot a blast of Thrust, WD-40 or something in the hole to lube the fan hub threads. If you're lucky you'll then be able to adjust the front flange. Be sure to replace the set screw and locknut when you're finished! Note - the generator belt tension is adjusted same way, with a split flange on the generator shaft.

What a surprise to open up your first old tractor's air filter case and find a can that appears to be filled with the scrap metal swept from around a machine shop metal lathe. To top that off, you have a cup with oil in it ("why would you want to lubricate your carburetor?"). On closer examination (and some reading in a AC D-14 service manual), I found out that this is a pretty ingenious method of cleaning the air in the tractor's intake tract.
