Heres what I did on my F-20 rear wheels. First I took a wire wheel on a drill and did both inbside and outside. (Sand blasting would have been better). Next I welded thin plates on the inside of the rim, followed by a little bondo on the outside to conform to the original shape. Then I applied foundation coating to the inside of the rim. Give it a couple of days to dry or you will have a mess. The tar based product will cover sharp edges and slow down rust.

If I had a sand blaster, I would have used that followed by a couple of coats of red-oxide primer.
