You must have something wrong. I have worked on lots of 66 series IH tractors with two stock 6 volt batteries and they will crank the engine. I would not switch to two 12 hooked parallel. I would suggest that you have somebody load check your batteries again and make sure they are delivering enought power to the starter. A good load tester is worth it's weigh in GOLD. If your batteries are testing good then its time to replace the starter. Also make sure that the cables are good and heavy. Remember that you need good heavy cables because a tractor will pull a lot more power from the battery compared to a pickup engine while starting. Good luck
