Internation 504

Finally bought a tractor yesterday, a 504 International. Got the owners manual with it but not a shop manual. Among other small problems the engine seems to have a govenor problem. Slowly advancing the throttle will speed the engine to a point and then engine speed seems to increase uncontrolled. Closing throttle quickly will return engine to an idle. Owner says he never noticed this before and thinks an spring is missing from the linkage. With the engine off the linkage between the carb and the governor moves freely from end to end, no resistance. Seems to me like somethings come loose in the governor. Can anyone help with this?
