How to diagnose bad resistor?

hi, I have a problem starting my 460, 12 volt. The other day when I pushed in the starter button, the wires behind it sizzled and no start. So I found the shorted wires and replaced them, cleaned everything up. But now the best I can get when I push the starter is a hum at the starter, (I think that's where it is). So I think juice is getting to the starter, but not enough? Wondering if I need to replace my resistor and/or coil? How do I go about tracking down my problem and finding the culprit? I am not real familiar with this stuff, but I do have a volt meter. Is there a way to use it on my coil and tell if it's dead? Thank you for your help!
