I think the pressure control on your tractor is the same as on the utility versions: pressure control to the power steering and to the rest of the hydraulic system are all tied together in one assembly. The way it's supposed to work is that the power steering gets priority, and if it doesn't need pressure, or all the flow, the rest of the system is supplied. Sounds as if "something" like the portion of the system which is supposed to direct flow to the power steering only when it's needed is stuck open; this would force the pressure relief valve in that portion of the system open to relieve the pressure from the fluid which has no place to go - and that relief valve being open would keep the pressure in the rest of the system low. In any case, I'll bet the solution is to tear into the pressure control portion of your hydraulics system. Good luck, and take a good look at the Service Manual for your hydraulics system.
