The power steering has priority and gets about 2 gallon per minute. It gets this 2 gallon flow if you are steering or not. If the pump is weak, the steering will get all the flow. When you turn the steering wheel against pressure some of the flow will go back to the hydraulic system. I'd put my money on a weak pump.
