Hey Sprout - Before you tear into the governor here's a couple things to check: 1 - Make sure the carb throttle linkage is not binding. Loosen both screws that hold the throttle cross shaft tube to the governer bellcrank housing. Wiggle the tube a bit then retighten the screws. You can also remove the slanted cover from the bellcrank housing, and with the throttle lever set to idle try rotating the throttle shaft. It should move freely with no evidence of binding or sticking. 2 - Is the carb idle mixture adjustment set wrong? With the motor fully warmed up and idling, very slowly pull the choke rod out. If you find a spot where the motor quits loping, your idle jet is set too lean. Good luck!
