John, First off, do you have a service manual for the H? Sounds like the governor is not adjusted properly. Either your stops (inside the gov/) are off or the linkage from the governor up through the housing that connects the shaft to the carb is outa whack. With the tractor off, remove the angled cover with the small vent tube, you may have to loosen the tubeing nut on the other end of the tube where it screws into the head. Set the throttle to wide open, you should be able to twirl the connecting rod pin around with your fingers that connects the connecting rod coming up from the governor to the throttle shaft that runs horizontally into the carb butterfly. If you can't spin that pin, remove the small cotter key and the pin and lossen the nut on top of the connecting rod and adjust the horseshoe shaped adjusting block up or down so that when you pull both the connecting rod and the throttle shaft lever up as far as they will go you should be able to insert the connecting rod pin. The gov spring should not have any tension on it when the tractor is at idle (450rpm or so). Also check the bearing behind the fly weights inside the gov., it should not wobble on the shaft.
