When you bought the tractor, was the coil wire installed from the coil to the center of the cap where the plug wires originate? Has someone mounted another coil anywhere nearby? For testing the magneto coil, there is a procedure for using a multi-meter. If you can access any information on testing magnetos, the values shown on the meter may differ a bit from magneto model to model, but the basic procedure will be the same for all.
