I don't know about you test equipment but if the engine is not running at a constant rpm here are 2 things I ran into on Farmall Bs. 1) The high speed adjustment screw on the top of the governor can sometimes wear off at the tip and not always provide a positive high speed stop inside the governor causing the top speed to float around. Check and get new screw if necessary, 2) At the carburator check where the linkage attaches. The arm where the linkage attached is riveted to the carb shaft with a hollow flange rivet and sometimes this arm comes loose and the speed goes crazy.
