If you have access to a mechanical tachometer, you can go to the belt pulley flange or PTO shaft to take a RPM reading. According to my Serviceman's Guide, the engine should run at 1815 RPM, the belt pulley 1121 RPM, and the pto 594 RPM when the engine is at fast idle.(wide open throttle --no load) The engine runs at 1650 RPM when the throttle is wide open and pulling it's rated load. Idle RPM is 450. Hope this helps.
