Super A Engine Breather

Hi On my Super A if you remove the breather cap there appear to be two pipes there. The outside one on which the cap is placed. The other is on the inside. There seems to be a small gap between the two. The inside pipe is very rusty. Does anyone know why there are two and is it being rusty a problem? Thanks.
