Boy O'Boy, that's a toughy. You'd have to determine first what labor rates would be in effect, ie, AFL-CIO or simple Minimum Wage rates.If it turns out you use Union Labor your cost overrun would be greater, but then if you were to use Minimum Wage rates the tunnel would probably end up in China? Course, maybe the diggers could simply use kerosene heaters and melt their way through? I'm hoping for your sake somebody with more smarts than me can be more exact.
