I've got a 300 U and had to do some adjustments on mine to fix the problem you are mentioning. The pto has the equivalent of a brake band to make it operate and a second one to hold it still when its not engaged. There is an adjustment bolt for each band. I'm not sure which bolt it is but you need to tighten the one that holds it when its not engaged. They are on the right, top of the pto unit. The worst case will be if the bands have gone bad - they are very expensive to replace.
