Often you will find that studs have coarse threads on one end (into the casting) and fine threads on the other (where you put the nut). The torque requirements are different for the different thread pitches, so if you torque it to the same value, the clamping force and preload (which is what you are really after) would be wrong. You would also lose the alignment feature of the studs, i.e. you couldn't "hang" the head on the studs while you put the nuts on. I wouldn't do it myself, but if you adjust the torque value, it would work.
